Preheat oven to 450°F (230°C)
Sift the first three ingredients together.
Cut in shortening with a pastry blender or knife and fork until the consistency of pea meal.
Add milk. Stir with fork until a soft, puffy dough forms.
On a floured surface, knead the dough 20 times.
Roll out the dough to 1/2 inch thick.With round cookie cutter or the floured top of a drinking glass, cut out round buiscuits about 4 inches in diameter.
